Regular bake does not work

Have replaced EOC4 board found the original board burned at the out put for inner and outer bake.
Have replaced selector switch and have replaced bake unit. Relay clicks red led on board comes on.
Bake unit had no voltage and no amp draw. Relay clicks and drops out. All other functions on oven work. Selector leds on the board come on with the exception of bake. I have 5 volts dc on p14. I have check for dead shorts and wiring issue but have not found any problems with wiring or any dead shorts. Please advise me what I should check or replace at this point.
