The element is not grounded. The relay is not welded closed.
I operated the unit on the timed cycle Air setting and the element came on. I tried the diagnostic test for the motor first and the heater came on then too. I then checked the relay and it was not stuck, and ran the same two tests and and found the relay energizes and closed in both, as though it would in a heating test or cycle. How could it do this? Is the board bad? or the UI?

It is a common issue on this dryer for the heat relay on the main control to cause this during operation, if you are certain that the element is not grounded. I have attached the wiring diagram and complete tech. sheet for your exact model with step by step diagnostic procedures.
