my question is why is the drain pump not shutting off when there is no water left in it? would that be the float assembly?

Hello
Yes, the float assembly may be stuck if there is no water in the unit. The dishes not getting clean could be a plugged or restricted pump or spray arm issue. See the complete technician service manual links below to address these issues. Matt Ace technician
